Austin, TX – The Texas Legislature passed House Bill 2, delivering the largest single increase in public education funding in state history. The legislation, which includes $8.5 billion in new investments, provides record-setting pay raises for teachers and school staff, overhauls outdated funding formulas, and ensures every Texas school district—urban, suburban, and rural—has the resources to succeed.

  As a co-author of HB 2 and member of the House Public Education Committee, Rep. Terri Leo Wilson played a key role in shaping this transformational legislation. “As a former special education teacher and school administrator, I know firsthand how vital it is to invest in the

classroom and in the dedicated teachers who make learning possible,” said Rep. Terri Leo Wilson. “HB 2 is a commitment to every Texas teacher, student, and parent that we will prioritize education, not just in words, but in action. I’m especially proud that this legislation delivers permanent pay raises, targeted special education support, and fairer funding for the districts I represent along the Gulf Coast.”

  Key components of HB 2 include:

  • $4.2 billion in permanent pay raises for teachers and staff, the largest in Texas history.
  • $1.3 billion in Allotment for Basic Costs (ABC) to help districts manage rising fixed expenses like insurance (including TWIA) and TRS contributions.
  • Nearly $2 billion to expand special education funding, full-day pre-K, and Career & Technical

Education (CTE).

  • $430 million dedicated to school safety.
  • Expanded incentive pay programs and teacher training support.

  Local Impact:

According to the Legislative Budget Board’s analysis of FY 2026 funding:

  • Barbers Hill ISD will see a net gain of $5.47 million, raising per-student revenue by $720.
  • Galveston ISD will gain $4.37 million, a per-student increase of $781.
  • Anahuac ISD stands to receive an additional $3.07 million, increasing per-student revenue by $2,057.
  • East Chambers ISD will receive a boost of $3.37 million, raising per-student revenue by $2,356.
  • High Island ISD will get $382 thousand, increasing per-student revenue by $2,572.
  • Texas City ISD is set to increase their revenue to $1.1 million, raising per-student revenue by $981.
