Mont Belvieu – State of the City 2025

  It was a sold-out event last week at the Mont Belvieu Area Chamber of Commerce State of the City annual address. The event was held at the Eagle Pointe Golf Course Club House.

  City Manager, Retired Lt. Colonel Brian Winningham, presented the information about the city. He started his presentation talking about the strength of Mont Belvieu is the people who live there and the people in city government. Winningham emphasized the vision statement of the city – “Mont Belvieu will continue to be a family friendly hometown that provides a safe, high quality of life for our residents while embracing forward thinking and progress”. The mission statement of the city – “The mission of Mont Belvieu is to achieve the City’s vision through excellent customer service, fiscal responsibility, and organizational integrity”.

  The city of Mont Belvieu is one of the fastest growing cities in the state of Texas. It currently has a population of about 13,000 people in 2025 compared to 5,162 just ten years ago. The population is growing 6% – 9%/year.

  There are approximately 3,500 households with over 91% being single family homes. The tax rate for 2024/2025 is 0.471189. The 2024 taxable values in the city are $5.88 billion. “To be a family friendly community, we must keep the tax rate consistent,” said Winningham.

  Industry makes up over 60% of the revenue and because of the high paying jobs on all levels of industry, the median household income in $138,000.00. “We partnered with industry,” said Winningham. “We have over 35,000 people here on any given day and we need to get it right.”

  He proudly spoke of the emergency management services of the city. “We now have six full-time firefighters, highly trained paramedics and life flight.”

  Winningham noted that the principal taxpayers in Mont Belvieu are Enterprise TX Operating LP (16.6%), Lone Star NGL (8.13%), Enterprise Products Operating (6.32%), Oneok Hydrocarbon (6.22%), Cedar bayou Fractionators (5.89%), Exxon Mobile Corp (5.25%), MTBC Caverns (3.57%), Belvieu Environmental Fuels (2.6%), Equistar Chemicals (2.56%), Targa Downstream (2.2%).

  He also presented the Capital Improvement Projects (CIP) identified for 2025-2029:

  • 9x sanitary sewer projects @$12,276,000
  • 9x waterline projects @ $19,376,000
  • 10x roadway projects @ $27,798,000
  • 5x drainage projects @ $8,000,000
  • 8x parks, rec and golf projects @ 32,180,000,000
  • 11x facilities projects $26,925,000.

  Total cost is $126,555,000. Infrastructure costs are 53% of the budget at $67,450,000. Quality of Life costs are 25% of the budget at $32,180,000. Facilities costs are 22% of the budget at $26,925,000.

  Winningham emphasized that because the city is growing leaps and bounds, the city administration is determined to be ready and prepared for the growth.
