INVESTIGATIVE UPDATE- CAPITAL MURDER CHARGES FILED

Sheriff Brian Hawthorne reports as a follow up to the incident that occurred 7/27/2024, at approximately 9:25 P.M. Chambers County Sheriff’s Office deputies responded to the TimeMax convenience store located at 16160 East IH-10 frontage road in the Cove area of Chambers County after receiving reports of an aggravated robbery. When they arrived, they found that one of the store clerks identified as Ginny Bagby received a gunshot wound during the robbery that was critical in nature. EMS and deputies began CPR and the victim was transported to Memorial Hermann where she succumbed to her injuries. Chambers County deputies quickly began searching for the suspect off of witness information of a customer that was in the store during the robbery. A short period later, deputies located the suspect vehicle and a short vehicle pursuit ensued. The driver of the vehicle was taken into custody and was identified as Todd Carter, who resides in the Houston area. Detectives with the Criminal Investigation division as well as the Crime Scene Unit responded to the scene. Carter was booked into the Chambers County Jail for Capital Murder held with no bond by Precinct 4 Justice of the Peace Blake Sylvia. This is an ongoing investigation. Detectives are working with other agencies to investigate if any other crimes occurred outside of our jurisdiction. We would like to express our gratitude to the multiple witnesses who aided in our investigation, some of whom were from Beaumont, outside of our jurisdiction.

“Our deepest condolences go out to the family of the victim. We are thankful that witnesses came forward with information to help us bring this violent offender into our custody” said Sheriff Hawthorne.
