Austin, TX – The Texas Legislature has passed a comprehensive package of legislation to deliver property tax relief for Texas homeowners and businesses. State Representative Terri Leo Wilson, who co-authored House Bill 9 and House Joint Resolution 1, and co-sponsored Senate Bill 4, Senate Joint Resolution 2, Senate Bill 23, and Senate Joint Resolution 85, applauded the advancement of the package.

This legislative package builds on the momentum from previous sessions, continuing the Legislature’s push to return surplus state revenues to taxpayers and reduce reliance on property taxes to fund public services.
“Texans are demanding real relief from soaring property tax bills, and this legislation delivers measurable results,” said Rep. Terri Leo Wilson. “As a co-author and co-sponsor of these key bills, I am proud to support efforts that put money back in the hands of our citizens. While my ultimate goal remains the complete elimination of property taxes, I will continue voting to chip away at them and provide as much relief as possible to hard-working Texans.”
The bills now head to the Governor’s desk for signature. Constitutional amendments related to the package will appear on the November 2025 ballot for voter approval.
